But we would put the army to construction work these people will be able to defend the country if ever attacked because they would have basic training. Crime would be lower because people will have Discipline and skills and will not be in poverty. the conscription is just a different type of further education for people not in university or college.

Under my proposed reform there will be over 100000 troops not on active duty. That is a lot of potential trainers for a peoples militia. As i have said earlier they wont be taught in arms until they sign up after the compulsory three weeks. I dont see the extra expense of using a training ground owned by the military, taught for free and there is no expense for equipment and arms.

There is expense for ammo, guns, ground which can be used for already jooined up troops. Until we have an actual contract that they will join up, we shall not spend on what shall be a free gun training course for a bunch of could-be criminals.
